Would something like highway=primary:turning_lane work? Map the lanes
individually if you really want, but let the renderer know that it's just a
turning lane.

The right solution would probably include a way to automatically subdivide a
road into lanes, but seamlessly allow individually mapped lanes where
appropriate.
