1. what is on the wiki is not what is being done 2. the system annoys me anyway because one tag is being made to do two jobs as the ref tag is being used for both the reference and the administrative designation of the road

Highway references hiding in relations don't get picked up by the renderers so we get bastardisation of the tags. http://wiki.openstreetmap.org/wiki/Australian_Tagging_Guidelines#Alphanumeric_Highway_Shields is not being followed. According to this in Vic and SA the Sturt Highway should be ref=A20 However, it is marked NHA20 and NRA20 according to the whim of Transport SA who have old and new highway signs in different shield patterns on the route.
