I took to route numbers from the Mainroads web site & have used the VicRoads document for visual comparison against OSM, so the real copyright may be with the Mainroads web site (which I am still awaiting a response from the site author). Agree a GoogleDoc is another alternative if it gets ugly :) I notice you haven't made any changes to the page yet - what have(n't) you been doing :D
