Then we would have confusion around whether a picture on the ground counts as a 
"sign" or not :)

My dictionary says that "designated" (in this sense) means denoted, marked or 
pointed out, which I'd say a sign or marking on the ground does. I seem to 
recall tagging list arguing about what designated means quite a few times 
already.
