Yes, the background throughout most of metro Perth is blue. At higher zoom levels any tiles that don't have blue background will become blue when submitted for rendering (by requesting the tile with /dirty added to the URL).
>From a brief look the coastline appears to be intact and I can't see any way located on the boundary of the blue background which might be the cause. Arie.
