Speaking out of my arse here, but presumably the existing search has to work from an index anyway, so it would be much simpler to start from an index (place name with lat/lon) to begin with, rather than compiling one from all the OSM data. I guess you lose the ability to do complex queries like "park near Ballarat", but to be honest, I never do them anyway.
