I think you should add tags as you think appropriate using satellite imagery and any gps traces in the area and then add a changeset comment to the person who originally entered the data, explaining what you have done ask for a check or further info. The person will get an email i think alerting to the comments you have entered and then you or they may be able to resolve the problem. I guess it is likely to have been a beginner who was unsure how to enter the data or just forgot or was distracted from finishing the job.
