The regional rule won't help in this case. All that the routing engine can see are the nodes connected by ways. In NSW the rule is that you can't do a u-turn at traffic lights and to the engine this means at a node that's tagged traffic_signals you can't leave the node on the same way as you came in on. At Lane Cove Rd as far as the routing engine is concerned it is taking two right turns which it thinks is allowed.
