Could be dialled accidentally thinking that you were ringing that
particular feature, like a fire station.

If the 1300 and 1800 numbers 'work' then so too will the non ISD
numbers .. just not from overseas.
As overseas interest in using 'our' numbers is very small I don't see
much urgency nor impact in it.
