It's best try to encode this using machine readable tags as much as
possible assuming the information is factual and verifiable.

For anything you can't there exists the description tag:
https://wiki.openstreetmap.org/wiki/Key:description

"The description=* tag can be used to provide additional information about
the related element to the end map user, possibly using a pop-up or
similar."

You can add this to any object in OSM including a node on a way.
