The ACT Government have published their updated February 2019 imagery through their open data portal, which we have the waiver to use.
The PR to add this to iD and JOSM is at https://github.com/osmlab/editor-layer-index/pull/689 <https://github.com/osmlab/editor-layer-index/pull/689/files> but in the meantime you can add it to JOSM with Imagery > Imagery Preferences > +WMS, then enter " https://data.actmapi.act.gov.au/arcgis/rest/services/actmapi/imagery2019mga/ImageServer/exportImage?f=image&format=jpeg&imageSR=3857&bboxSR=3857&bbox={bbox}&size={width},{height}&foo={proj}"; for 6 Edit Generated WMS URL. It doesn't look like you can add this as a custom iD URL, you'll need to wait for it to be merged and released.
