According to the wiki https://wiki.openstreetmap.org/wiki/Tag:man_made%3Dflagpole you can use flag:wikidata to specify the exact flag. The Australian Aboriginal Flag is https://www.wikidata.org/wiki/Q1285625 and the Torres Strait Islander Flag is https://www.wikidata.org/wiki/Q462621. Then there is no ambiguity on what the flag is.
