Hi, I am concerned by the high frequency of reference to "laws and regulations" and "Australian Tagging Guidelines". If it is true that "95% of paths to do not comply with Australian Tagging Guidelines" then I would suggest to adapt the guidelines to actual practice. After all, hundreds of users have made meaningful contributions to the path network but only a handful of people have made meaningful contributions to the wiki page section on paths!
OSM is generally not a project where some people think up guidelines and others then follow them; most guidelines are more of a "best practices" document.
