According to Bert Bruijn, Location SA Program Manager, "only the viewing and sharing of data through the web page is CC_BY. You can off course download data from Data.SA which is CC_BY. Basemap services however are not yet licensed as CC_BY." At the time March 2018 Bert also said they support moving the basemaps to CC BY but at the time they were still not CC BY. I followed up again 1 year later in March 2019, but didn't receive a response. It's worth following up again, I just sent another email to see where it's up to and try to push them along.
