I would tag it at highway=primary, maybe highway=trunk_link is defensible, but it is unclear to me why it would highway=trunk Also, I would expect https://www.openstreetmap.org/way/696452550 to be highway=primary "looking at the wiki on link roads" which pages you have checked?
