DELWP completed the waiver so it doesn't cover other departments, so
certainly doesn't cover the whole of data.vic.gov.au.

At the time the waiver was done it was my understanding it only covered the
Vicmap products:

- VICMAP_ADDRESS
- VICMAP_ADMIN
- VICMAP_CTENURE
- VICMAP_ELEVATION
- VICMAP_FEATURES_OF_INTEREST
- VICMAP_HYDRO
- VICMAP_LITE
- VICMAP_PLANNING
- VICMAP_PROPERTY
- VICMAP_TRANSPORT
- VICMAP_VEGETATION

If you'd like to use other datasets, I'd say this needs either another
waiver.
