For OpenAddresses.io we used the NSW_Property endpoint which is listed as CC BY https://github.com/openaddresses/openaddresses/tree/master/sources/au/nsw. Couldn't you have used that either directly or via OpenAddresses?
Other endpoints are not listed as CC BY so shouldn't be assumed to be, of course we can ask to confirm. They've now switched to CC BY 4.0 which means ideally they would complete the new waiver form instead of the current permission email, but I just haven't gotten around it asking yet. Plus I'm worried they might change their mind if I bring up the topic again, though that's not a good reason to not ask for the LWG's waiver.
