I would normally tag such roads (minor roads in rural areas) as unclassified rather than residential.

I suspect there is not a lot of difference between residential and unclassified though.

This is a rural cropping /grazing region, not a densely settled irrigation area. Is it appropriate to re-tag the rural "residential" roads as "unclassified'' for consistency, after inspecting each on satellite images, leaving residential roads in and around small towns only?
