highway=chain_up_area sounds fine, while these places close/open depending on conditions, many are signposted as chain bays and they don't move, so can be surveyed and added.
I think snow_chains:conditional=required @ ... is very useful to show roads which you may be expected to carry and use snow chains, at least during particular seasons. I can't see why anyone would think this is not a good idea? Leaving the current situation about if you need to use the chains up to local signage which does change with conditions over time so won't be tagged.
