How about flag:type=indigenous? That would seem the best in my opinion.

Just doing some mapping & spotted a group of flagpoles outside the building. First flag is Australian, which is fine, but the next two are the Aboriginal & Torres Strait Islander flags. What do we call them? flag:type wiki says choices are basically national ( the main civil flag of a nation) or regional (a first-level country subdivision, such as a state or province), but I don't think either of them apply?
