It's been a while, but I think the default is prominent ie informal=yes makes tracks less prominent, but no operator or informal tag is the same as operator=*

As OSM gets bigger, a lot of the newer tracks being added are faint pads (the official ones generally got mapped years ago). However, these appear as prominent as official Parks tracks on mapping services like Gaia, which are now in wide use by consumers. Which is why I think this would be good tagging for mappers to add/fix.

While you could argue it is mapping for the renderer, it is still just using the tags as intended, and also as per the Aus Mapping Guidelines.

How about the third option (which I would think is possibly the most
common?) - no operator tag, but also not tagged as informal?
