This looks more like just a two-way road with a junction on one side where it's prohibited to enter that road from just one of the other roads at that junction. So this is most likely solved with turn restrictions (http://wiki.openstreetmap.org/wiki/Relation:restriction). Ask the mailing list for help if you don't know how to do this.
