The file on the server contained an error for awhile, when you downloaded it during this period, it might have disabled itself. Remove the file from your local cache.
On a mac the file is found in your homedirectory /.josm/cache , it's named mirror_http___josm.openstreetmap.de_josmfile_page_Presets_BENELUX_zip_1 it's propably in a similar place for a PC. restart JOSM after deleting. Hopefully this works.
