I was going to say: in the good old days they could be found in a file called bookmarks.htm.
Well, I did find the location of the file, but it's name is now simply Bookmarks: C:\Users\%username%\AppData\Local\Google\Chrome\User Data\Default\Bookmarks And the format is not html anymore (maybe I'm remembering this wrongly).
