OsmAnd's wikipedia files are always worldwide, and per language (like wikipedia itself), not per country. As Belgian is not a language, you'd have to look for Dutch or French, and see the Belgian POI included (of course, there will be more POI in Dutch in the Flemish region than POI in French in the Flemish region).
