For benelux (which would be enough to cover a Belgian-only Tile server). expect around 40$. The linode 8GB one would suffice.
You can test one like that here, it contains 2 different databases so one can index/import while the other one serves queries. http://grbtiles.byteless.net/tms.html You will experience the difference once you find tiles that aren't cached but need to be rendered. This uses nginx/apache2+renderd as backend and is custom tuned. Cached it will serve hundreds of parallel request really fast, but once you need to render, only like 5 to 10 parallel users will be decently served that moment. Hope it helps to get look/feel.
