What was wrong with: https://wiki.openstreetmap.org/wiki/Tag:man_made%3Dsurvey_point with the necessary subtags ? And if you do not find an answer on this mailing list, why didn't you try http://help.openstreetmap.org or the tagging mailing list, so you reach a broader audience ? As probably said before, not everybody has the same agenda as you. If you want to map something nobody else is interested in (or has mapped before), you cannot expect answers from the local community.
