Mudando um pouco ai do assunto, acho que seria muito interessante e
pertinente criar um tutorial de criação de filtros do josm e até mesmo
do overpass, lá no wiki diz que já existe no próprio wiki, mas não
encontrei nada.
Alguém se disponibilizaria?

Para funcionar, deve-se marcar a caixa para "inverter" o filtro.
