Eu não tinha encontrado esse app ("Scout") na Google Play. Se alguém
não encontrou também, é porque o nome é outro: "GPS Navigation &
Maps", da "Skobbler". Segue o link:

O "Scout" é embutido no programa, pelo que entendi. O programa tem
duas versões: light (que funciona só com conexão à Internet) e
normal/full (que funciona offline).

A principal vantagem sobre o OsmAnd e sobre o MapFactor Navigator é
que o Scout usa seu próprio geocoding (localização por endereço),
então o usuário não fica dependendo de ter a numeração de porta
mapeada no OSM.
