It's technically possible, but legally is where the sticky point is
now. Those in charge of OSM are trying to work out the details between
the license that the Government of Canada has on the map data
available via GeoGratis and GeoBase, and the Creative Commons License
used by OSM. Once that is ironed out, the data used to create the
Ibycus Topo maps will be available for use in OSM. Since Ibycus is
derived from the GoC data, the licensing terms still apply.
