I'm not sure I would 'purge' but generate a mapping of geobase id's to 
existing OSM ways.  We could then take that mapping and add

1. Add the geobase id to    the real osm database along with any other 
geobase tags we like
2. Exclude those nodes from the bulk import of the rest of the geobase data.

I would not try to reimport OSM nodes from the spatial database back into 
OSM, just update/add tags if required.
