I've been successful in having RoadMatcher match GeoBase with StatsCan roads and have modified geobase2osm.py to use the names from the result file if geobase has no road.
A sample for the Hamilton/Oakville area can be found at http://www.mediafire.com/?mtinjzte7yh I haven't yet done much checking of the results. I don't have a good sense for what percentage of roads don't get matched that should or if 50m is an appropriate match distance. I haven't checked the changes to geobase2osm into svn but probably will once I've addressed a few more things.
