Consider a road that has a bridge (that is part of a second road ) crossing over it. The ways for both roads will cross over each other, they might both have nodes at exactly the same coordinates, but I think OSM convention is that they would only share a common node if they form an intersection (you can get from the bridge onto the road below) In GeoBase land there would be no junction indicating that these two roads form an intersection. Another case might be if two roads ends/start at the same point but there is a barrier in between.
