Btw, I attended the Local Chapters meeting at SOTM 2009 where representatives from many countries were. The discussion mainly over what is a local chapter, why should you form one and what are the obligations you have toward the OSM Foundation. To me, the whole thing just seemed way too big for what we need. After all, OSMappers in Canada are not meeting on a regular base, do not need a structured decision process, do not own servers or operate services (not even a wiki) nor receive donations. A local chapter seemed to make sens in Germany where companies were giving away servers and ressources and needed a national receiving entity for taxes and legal reasons.
