The edits out here, where I can tell what they're doing, seem to have been something of a (scattered) learning thing. He(?) added ref = 1 to several pieces of the trans canada highway (even bits where we're not entirely sure of whether it's right or not). The edits seem to be quite un-thorough -- the bits of Douglas street didn't all get tagged with ref=1, just some bits, and other bits got added to a relation (with one member) which has a tag transcanada=yes (or similar). If it's not vandalism, his edits aren't currently adding much to the map. But he sure has made a lot of them... if that enthusiasm could be channeled into useful, thorough work it'd be great.
