Okay, 'splain this to me nice and slow... Is there a place where the GeoBase to OSM files are stored? Not the files that were used to upload the Geobase roads, with matches excluded, but a full road database. This is to be used as Sam suggests, loading it as a layer in JOSM, and then using it to check the current OSM data against, merging in the best of both worlds into the OSM database.
Using the full GeoBase file would allow people to make the informed decision on how to connect imported GeoBase ways to existing OSM ways, align OSM ways that may be not as precise as GeoBase ways, and copy attributes over. Only tiles that contained road matcher exclusions would need to be available. If the tile was processed without any road matcher exclusions (no OSM data existed before the import), there's no need for anyone to compare, as imported will match GeoBase exactly.
