To the best of my knowledge OSM doesn't offer any kind of SOAP interface. The only thing that we have is a REST API to manage the data. I don't know anything about postal codes in Canada, so I will let other people answer that question. I think the closest thing that you might want to use is the XAPI interface which allows querying a database to get OSM information in OSM format. Emilie Laffray
