Well I guess that would be OpenStreetMap.org, though it is public as a
F/LOSS Project, not public as in funded by taxpayers.  I'm guessing
that is not the answer that you are looking for.

Okay, we could be getting in to a deep discussion of legal details.
That would be better held on the legal-talk list but the basics are:

If it is ONLY for internal use, and Never Published, there are no
restrictions imposed by OSM data licenses on how you mix and use data
sets.  If you do plan to Publish you must consider your obligations
under cc-by-sa, or possibly ODbL.  Details matter so don't take this
as the last word.

If you only plan to Use the OSM software your use or distribution is
unrestricted.  If you plan to modify it, check your obligations under
GPL or the license of the specific software tool.

Those data sets might be welcome depending on, a compatible license,
the quality and recency of the data, the nature of the data, and a
suitable community-focused method of including it in OSM.  It is a

I'm not aware of a publicly-funded GIS project that is using OSM
software.  That might mean that there aren't any, but it may just mean
that I don't know about them.
