I'm sorry that they aren't seeing your way, right now. The discussions with GeoBase took about 2 years if I remember correctly. My first email to them was acknowledged with a "we got the email you sent through our web site," almost immediately. It was a few months before I saw a specific reply regarding my inquiry. When they did reply, it appears that they had independent inquiries from several people around Canada. While you might feel like they haven't listened, or that they are ignoring you, it may be that you have made things easier for the next person who asks them about OSM.
