Yes, a separate chart should be fine, my concern is that the 2 versions might have different edits (ie. someone on the french page might discuss & agree on a tag change, and it doesn't get transferred over to the english page. The idea of including the more detailed description & in both languages, was so that users will get a better idea of what was meant by the source data. Perhaps it could be changed to 'comments' instead of 'CanVec Description'?, this way, only those tags that need extra description would have the extra text. Ie. The advent of relations was an after-thought, it was only for Ian Dees' script (shp-to-osm.jar) that had a hard time with using 'type=*'. So as a sub-category, some features do use this technique, where others (and have a separate Key for it). Because this process of 'Copying in' the data will not be 'automagical', and we rely on local area mappers with best knowledge, and thus, will allow for slow & steady map enhancements.
