I disagree. This license is not compatible with either CC-By-SA or with ODbL as used in OSM. There could be more problems with it too, but this is enough. Section 4.3 conflicts with the OSM expectations for attribution. OSM can put attribution on the wiki but not in each reproduction and downstream distribution. 4.3 The Licensee shall incorporate in all reproduction and downstream distribution of the Data all metadata included by the Licensor in the provision of the Data.
