on the one hand, we need to make sure that the data that is imported is top quality, thats why its available in byte sized pieces, and we can (and are) crowd sourcing.
on the otherhand, there is a sence of urgency for getting themap done fast, as there is the need to be able to respond in an emergency situation. the method that we have is awesome, both for the conversion of shp to osm, and for the ability to slice up the data into regional chunks, where the particular datasetis only available in these nts tiles and or degree sized tiles. this is very effective, as it means that in any given area, when data is available, we can deploy volunteers who can'claim' tiles to work on. this method of quad-tree tiling works because in any area, as soon as there are more volunteers, the area can be split into 4 and work can proceed. thoughts? sam ---------- Forwarded message ---------- From: Kate Chapman <[email protected]> Date: Tue, 3 Aug 2010 22:49:25 -0400 Subject: [HOT] HOT Process To: hot <[email protected]> Hey All, There has been some discussion of having a slightly less ad hoc process for HOT to respond to events. Questions that have been brought up: -When would HOT respond? -When would we deploy to the ground? -Are there times when we specifically shouldn't respond? -Should we help if governments haven't specifically asked for it? My thoughts are we can respond when there are adequate materials to be effective. Meaning imagery, data or people with the ability to collect data from the ground. I think we would deploy we are invited, I haven't thought through the specifics of this though. I don't have a good example of when we should respond. As for responding if governments haven't asked for help I think it is okay to do this. Free geodata is a huge benefit for many uses, there are going to be times where waiting for an invitation is going to be lost time. In Haiti people began mapping immediately and the ad hoc method was successful. What are your thoughts?
