You shouldn't need the addr:interpolation ways; just the house numbered nodes are fine. So there's a site 31B in both Grackle Bay and Oriole Bay. In this case I'd be inclined to name the streets with the bay names. If there are no bay/street names, I'd say that you shouldn't include a name for them. The city would be the name of the campground; so "Kinsely Campground", etc. The reason I'd be inclined to say that is because you wouldn't want there to be ambiguity between site 10 in two campgrounds within the same provincial park.
