Surrey has released 2010 Orthographs under PDDL in GeoTiff format. They're at http://www.surrey.ca/city-services/4911.aspx
The images posted online have had their resolution reduced to approximately 40cm from 10cm for file-size reasons. Apparently the original GeoTiffs are about 1 GB each. I'm talking to someone from the GIS department to see if I can get the outlying areas or higher resolution images. Regardless, their quality is higher than the previously posted 2008 orthographs.
