Thanks for the great work. Yes, I'm still following the Canvec progress. Maybe I'll upload some of the Quebec City area sheets :)

Regarding toponyms, for the Dutch landuse import we had a similar issue. It wasn't that natural=land is hiding other features, because it's painted on top (that should be logged in trac, b.t.w.). The old landuse data (part of the AND import, which mostly contained the road network) has some information, like names, which we would like to keep.

For this we used a toponym tag, like toponym=forest, toponym=park, toponym=cemetery. There isn't a concrete proposal for it, although I've considered writing it for quite a while now. (There is no really good alternative, but there are tags like mountain, valley, region, and many more to assign names to non-administrative areas.) We just use the toponym tag as a way to keep the name in place. The name applies to an entire area, so IMHO it isn't correct to replace it by a point feature. In addition to it, since all features are considered linear features by default in OSM, we put the tag area=yes on it, so the name gets rendered in the middle. The name already gets rendered, as long as it doesn't collide with other labels.
