Apparently Surrey now has data for buildings in the city, likely based on planning documents. I'm going to be trying to obtain a shapefile version to see if it might be useful in some way. They also appear to of done a flight this summer for imagery for everything north of the Serpentine river, which I know will be useful.
I'll provide updates when I get more information, likely on Friday.
