Paul,
Richard Weait also picked up on the license issues with the
City of Fredericton's Open Data website. We have provided the City of
Fredericton with some feedback, suggestions, and offers of assistance. An
initial response from the City has indicated that they will review the issues.
Let's hope they make some changes.
Bernie.

A quick reading of the terms of use at
http://www.fredericton.ca/en/citygovernment/TermsOfUse.asp seems to show that
they suffer from the same problems as the Vancouver terms of use and are
non-open. http://weait.com/content/unintended-restrictions has an analysis of
them.
This is not just a problem for OSM, but for anyone who does due diligence and
reads the license.
The license also appears to be incompatible with the Vancouver license.
