You contacted the user and given them direction, that's the correct first step. Keep an eye on the user's next changesets. Did you request a reply? If so, consider whether the reply allays your concerns. If not, send the information to [email protected] (The Data Working Group) for followup. Going to this list should probably be further down the list.
