Paul Norman pointed this out to me.

If canvec, or other external source data is created as an osm file, with

<osm version='0.6' upload='false'>
instead of the ordinary
<osm version="0.6">

that will protect a mapper who uses that data from a class of
embarrassing accidents.  When using a canvec file for reference, a
mapper might have several file layers open in JOSM.  Pressing upload
with the wrong layer selected may upload data that was not intended or
that duplicates existing data.  upload="false" gives the mapper
another chance to catch their error.  A dialogue box is presented
before uploading a layer based on a file with upload="false".

To be clear, the data can still be uploaded.  Another warning is
offered before the upload so that the mapper can double-check the
action.

Do we agree that this would be an improvement to the CanVec data?
Daniel, would you consider making this change for future CanVec
product?
