I use Merkaartor to convert from .shp to .osm.  If the .shp file is to big, I 
first split it into QGIS.  There are also python scripts that i did not tryé

I have found the missingway missing 28295454. I have cut it in the northern 
sectionnear Pointe-aux-Pins. And Iiadded it to the Strathcona relation with 
role=outter.


Please validate if it is now correct.
